Taxation because of the WRONG representation.

The whole idea of a budget surplus is STILL driving me crazy.

The government needs to be held accountable for the amount of money they take from us. If they take to much, they shouldn't be allowed to keep it.

Any othr organization that has a budget "surplus" usually ends up getting prosecuted!

We need a practical look at taxation.

Does it mean that the government undercharged us when we have a deficit? What this surplus should go for is the payoff of interest on the years of crazy military spending in the 1980s. Who knows what they will spend it on?

I think we need to cut the government a little slack--it's a big challenge to accurately calculate what will be needed in advance for such a huge economy in light of everything that can happen. What would be nice is if they could save surplus for slack years ahead--but they won't do that.

By "cutting" the government slack, we don't force them to ever become fiscally responsible.

I don't see how they can do what you expect of them. A budget surplus typically occurs because more money was generated from taxes than anticipated, usually because of an economic upturn, or because some budgeted expenses did not occur. I don't see how they can plan these things ahead of time. And as a supporter of a strong military, don't you want the government to be able to borrow to meet emergencies? (It's hard to see how Iraq could have been financed out of current receipts, for example). Actually, I'd be happy if strict budget laws prevented the US government from borrowing for military expenses, but I bet you wouldn't!

Anyway, you seem to think of the government as entity separate from the people who constitute it. People write these budgets. One way for the government to become more fiscally responsible would be for all of the representatives to renounce pork. Then the budget could become smaller.
